Like most countries, Singapore has very stringent life safety requirements for building construction and building materials, including artificial plants. One of the major life safety components is fire safety. The FSSD in Singapore oversees fire safety for building construction and materials and has created a list of regulated fire safety products/materials and the acceptable standard for evaluating each material.

In order to have products like artificial plants approved, they must be listed on the Product Listing Scheme which, on April 1, 1998, replaced SCDF’s (Singapore Civil Defence Force) building material approval process. This process states that any material that is intended for fire safety works — if listed under the Product Listing Scheme and in compliance with the requirements stipulated in the Fire Code — would be deemed to be acceptable to SCDF and the Fire Safety and Shelter Department (FSSD), with no separate approval required.

The SCDF has approved three certification bodies for certifying improved fire safety products/materials under the PLS (Product Listing Scheme). The certification companies are TUV SUD PSB Pte Ltd, Exova (Singapore) Pte. Ltd and Setsco Services Pte Ltd.
